Emmanuel Lubembe

Emmanuel Lubembe, a skilled and experienced transformational leader, has achieved results in a range of management positions, spearheading performance improvements in national government, and supporting the creation and coordination of Kenya’s County government regional blocks.


Emmanuel has worked as a lead mentor in the field of performance, supporting both county and development partner programs aimed at improving the performance of public servants. Emmanuel spent over 30 years with the public service in various capacities including the push for institutionalizing Results-Based Management using, among others, the Rapid Results Initiative (RRI) tool. He led the team that developed the initiative for the “One–Stop Shop” which was rolled out as ‘Huduma Centres”. He also organized and coordinated stakeholder meetings which came to be known as Prime Minister’s Round Table meetings with the private sector, civil society, people with disabilities, and Constitutional implementation. On the back of these government initiatives, Emmanuel rose to become the Head of Public Service Transformation in the public service. He took early retirement from the public service, and joined Deloitte and Touche in a senior position focused on performance in the nascent county governments.


Upon leaving Deloitte Emmanuel has focused on both national government and counties in various capacities as a consultant, using his vast experience to support initiatives of the governments to fulfil their constitutional mandates. He has also been part of a team that undertook a review of the automation of revenue collection in counties.


In partnership with Ministry of Local Government and the World Bank, Emmanuel coordinated the first Sub-National Ease of Doing Business Survey in 11 local authorities (2009). Earlier, as Program Director of the Public Service Reform Programme, he drove the development of the Human Resources Management Reform Strategy, a futuristic roadmap for public servants in Kenya. He has contributed considerably in the development of Human Resource policies and programmes, including being part of the Secretariat that developed and implemented performance contracting in the entire Public Service. He has complemented his progression through senior management with academic study, including an MBA majoring in Strategic Management, and comparative studies of countries with well performing public services in Africa, Asia, North America and Europe. He has brought considerable personal skills in communications, strategic thinking, team co-ordination, leadership and task management to match my commitment and professionalism in setting and meeting targets within deadlines.
