Monitoring, Evaluation and Learning Expert
Justine is a monitoring, evaluation and learning expert, with extensive experience in agriculture; trade; finance; micro, small and medium enterprises; climate change; and market systems in fragile, conflict, humanitarian, recovery and development settings and/or environments. With a strong background in statistics and economics, and adept at mixed research methods.
Wangila has successfully monitored implementation, tracked progress, evaluated projects and programmes; and assessed their impacts. Has crossed villages, rivers, and valleys; climbed hills; and covered 1,000s of kilometers searching, collecting and analyzing data in different nooks and crannies of Africa. Has worked and/lived in Burundi, Ethiopia, Ghana, Kenya, Madagascar, Malawi, Mali, Nigeria, Rwanda, Somalia, Tanzania, Uganda, USA and Japan, and worked remotely in Costa Rica, Burkina Faso and Senegal.
Has experience working with governments, not-for-profits, research, academia, private sector, and consultancy on broad economic, development, and humanitarian challenges and solutions.
Mr. Wangila is serving as the Monitoring, Evaluation & Learning Key Expert - Horus Development Finance, Paris, France; and Research, Monitoring, Evaluation & Learning Advisor – Innovative Development Solutions, Hargheisa, Somaliland. Previously served as the Monitoring, Evaluation & Learning Specialist - Sustainable Agriculture Network, Costa Rica; Monitoring, Evaluation and Communication Expert – MARKUP Programme, EAC/EU, Arusha, Tanzania; Manager - Evaluation, Analytics & Problem-Solving – President’s Office, Tanzania; and Monitoring, Evaluation, Learning & Sharing Director – Sasakawa Africa Association, Ethiopia.
Justine has vast experience, skills, and knowledge across the MEL space and impact measurement; managed multi-functional and –cultural teams; developed theories of change, indicators and M&E systems; developed simple, gender-sensitive/lensed, to-fit, workable, and informative MEL frameworks and approaches, and rigorous impact evaluations, and research methodologies; built capacities of staff/partners; documented, used, and shared data, results, findings and insights. Leading to evidence for decision-making, improved and adaptive program management, engrained data cultures, better reporting and communication, showcasing of impacts, productive collaborations, learning, and increased visibility, influence and thought leadership.
Has a published in premier international peer-reviewed journals, book chapters, technical and policy briefs, (capacity building) manuals, and other thought-pieces.
